Plan Implementationg
No plan, including a Master Plan, is worth much unless there is a clear strategy on how to carry it out.
This Master Plan requires funding to become reality. The funding sources are several:

State funds apply to instructional buildings and
their immediate surroundings. Some of these funds
can be used to enhance Mall development in the
immediate vicinity of new buildings.

Operating and renovation funds do not permit
construction of new or expanded infrastructure
elements. Campus infrastructure is as much a part
of buildings as buildings themselves. Therefore,
commencing with the next Capital Outlay proposal
infrastructure additions will be included in the
proposal. New Mexico State University campus is
nearing utilization capacity for chilled water,
telephone system, sewage disposal in specific
areas, computer links and other utilities. Roads
and malls are either deteriorated or insufficient
and need to be renovated or constructed. As the
infrastructure is a subject of another Master
Plan we will not deal with it here but the need
for capital funds for it is present.

Presently 25 percent of renovation funds are
earmarked for utilities renovation and 10 percent
for campus development such as walks and roads
and malls.

Physical Plant funds are limited and usually
applied to immediate campus needs. A portion of
the Building and Repair Fund, which is State
generated, will be used for utilities update but
new construction should come from capital funds.

Bond issues, amortized by increases in student
fees, are used for non- instructional facilities
such as sports and student functions.
- Gifts to the university are another source of funding and either specific as to purpose or their use to be decided by the administration.
The first step in obtaining funds is to define a list of needs. The following is a prioritized list of projects that are needed to improve outdoor spaces at NMSU:
Phase One:
Frenger Street Mall construction
Landscaping and Shadow Network
Alumni Tower green area and restaurant development
Milton Hall green area and pond development
Security Lighting
Campus signage design and construction
Phase Two:
Closing Espina Street
Bicycle Paths construction and renovation
Parking shuttle purchase and operation
Green Belt construction and landscaping
Restoration of the International Mall
El Paseo Street widening and upgrading
Development of peripheral parking
Phase Three:
Construction of secondary malls
Underpass on Stewart Street under I-25, and on Triviz
Street under University Avenue
Interstate 10 ramp split-offs north and south bound at
Mesilla Park exit
Another question to consider is how to assure that the campus grows the way we want it to grow.
- We prepare, update and follow a Master Plan
- We develop design standards
- We work with outside designers
- We keep in touch with users to understand changes
in their needs
- We work with the Commission on Higher Education
and follow their guidance
- We keep the Board of Regents appraised of new
developments and receive and follow their
guidance
- We work closely with the administration to keep
them informed and to receive guidance
- We keep in touch with the legislators to assure they understand our needs
